How it Works
Any construction work performed in or on a building in NYC which is not considered or classified as routine maintenance by NYC building code will require approved plans from NYC DOB.
Plans must be prepared by a licensed professional engineer or architect with their seal affixed and submitted to NYC DOB plan examination unit for review and approval.
NYC DOB plan examiners review the plans for compliance with the NYC zoning resolution, NYC building and energy codes, DOT and DEP regulations, and more. The city approves the plans if no non-compliance is found in the plans.
There are four main types of applications filed with NYC DOB:
Alteration Type 1
Alteration Type 2
Alteration Type 3
There are different methods of submitting plans at NYC DOB.
Standard Review: NYC DOB performs a full examination and approves the plans.
Pro-Cert Application: engineer or architect certifies that plans are fully compliant with NYC zoning resolution, NYC building and energy codes, DOT and DEP regulations, and the Rules of the City of New York (RCNY).
NYC DOB reserves the right to audit at any time in future and if any non-compliance is found the owner will have to fix their building to bring it into compliance.
Self cert of objections: engineer or architect certifies after NYC DOB objections were issued that revised plans resolves all objections and are are fully compliant with NYC zoning resolution, NYC building and energy codes, DOT and DEP regulations and the Rules of the City of New York.
The NYC DOB offers two different methods for submitting plans:
Submit Hard copies in the Borough Office
Submit Electronically online to NYC DOB HUB
